In a resounding victory for life, the U.S. House of Representatives has passed H.R. 1, the One Big Beautiful Bill Act, marking a historic move to end taxpayer-funded subsidies to abortion providers under Medicaid.
Section 44126 of the bill delivers a long-overdue correction by prohibiting federal Medicaid payments for 10 years to nonprofit health providers that:
- Primarily offer family planning and reproductive health services,
- Provide abortions beyond the exceptions for rape, incest, or threats to the mother’s life, and
- Received over $1 million in combined federal and state Medicaid payments in FY2024.
This legislation directly targets abortion industry leaders like Planned Parenthood, which received over $792 million in taxpayer funding last year alone—nearly 40% of its total revenue—while performing over 402,000 abortions, a record high. By contrast, prenatal care, miscarriage assistance, and adoption referrals made up less than 3% of its pregnancy-related services.
Massachusetts Citizens for Life President Myrna Maloney Flynn responded to the bill’s passage:
"A government that remains silent as the abortion industry lies to women is committed neither to justice nor truth. A republic which expects its citizens to pay for the slaughter of unborn children fails in its aim to achieve liberty for all. Thanks to Speaker Johnson and his House colleagues, we are one massive step closer to living in a republic where truth, justice and liberty prevail."
Recent data from Planned Parenthood’s annual reports reveal that the organization now performs 187 abortions for every one adoption referral. Since 2013, its prenatal care services have plummeted by 63%, and cancer screenings have dropped by 54%, even as its net assets have climbed beyond $2.5 billion. Despite this growing private wealth, Planned Parenthood remains heavily reliant on taxpayer funding, raising serious concerns about the misuse of public dollars.
Massachusetts Citizens for Life urges the Senate to act swiftly to pass this legislation and end the exploitation of public resources by organizations whose primary business is abortion, not health care. At the same time, Massachusetts Citizens for Life remains committed to advancing strong pro-life legislation here at home, continuing to protect unborn children and support women through laws that uphold life and promote real healthcare alternatives.
