A bill introduced in the U.S. House would prohibit federal courts from enforcing surrogacy contract provisions that require a surrogate mother to undergo an abortion.
The Preventing Forced Abortions Act of 2026, introduced by Rep. Andy Ogles, would also prevent intended parents from withholding agreed-upon compensation if a surrogate refuses to abort the child she is carrying.
The legislation has received support from pro-life organizations, including National Right to Life, Susan B. Anthony Pro-Life America, CatholicVote, and Concerned Women for America, which say the measure would protect women from abortion coercion and uphold the dignity of both mothers and their unborn children.
