Texas town becomes 94th Sanctuary City for the Unborn

Wellman, Texas has become the 94th city in the United States and the 77th in Texas to pass a Sanctuary City for the Unborn ordinance, banning abortion within city limits.

The measure passed unanimously with the mayor and city council in support, making Wellman the first city in Terry County to adopt such protections.

The ordinance prohibits elective abortions and abortion trafficking, extends protections to residents even outside the city, restricts abortion drugs, and allows civil lawsuits against violators while shielding women from legal action. It also educates the community on pregnancy support resources through the Thriving Texas Families Program and local pregnancy centers.

Attorney Jonathan F. Mitchell has committed to representing the city at no cost for any legal challenges. Wellman is the third city in Texas and sixth political subdivision in 2026 to adopt a Sanctuary City for the Unborn ordinance.
