A new “On Point” analysis by Jeanneane Maxon, J.D. argues that pro-life “Choose Life” license plates see higher adoption rates than pro-choice specialty plates in states where both options or comparable data are available.
The report states that pro-life plates are offered in 32 states and the District of Columbia, with additional half-plate formats in some jurisdictions. By contrast, only a small number of states offer pro-choice plates, often under more limited programs or tied to specific state initiatives.
Where both options exist, the analysis cites a consistent pattern of stronger participation in “Choose Life” plates compared to pro-choice alternatives. Examples include states such as Alaska and Virginia, where pro-life plates reportedly outperform pro-choice counterparts in sales.
The report also references Massachusetts, noting that “Choose Life” plates have been available since 2010, while efforts to establish a pro-choice plate have not met required thresholds for implementation. It further situates specialty plate programs within First Amendment “government speech” doctrine as affirmed in Walker v. Texas Division, Sons of Confederate Veterans (2015).
