Madrid passes “conceived child” law expanding family benefits from week 21 of pregnancy

The regional government of Madrid, the capital region of Spain, has passed new legislation expanding family benefits to include the “conceived but unborn child” starting from week 21 of pregnancy, following approval in an extraordinary session of the regional parliament.

The Assembly of Madrid approved the measure with backing from the conservative Popular Party and Vox, extending the definition of the family unit for income-based eligibility across a range of public subsidies. These include education grants, childcare assistance, transport subsidies, rental aid, and other means-tested programs administered by the regional government.

The law also introduces monthly financial support of 500 euros for eligible young families, with access tied to income limits, residency requirements, and pregnancy status. Officials say the policy is part of a broader strategy to address declining birth rates and support families.
