Gov. Healey signs law allowing abortion pills to be sent into pro-life states

Massachusetts Governor Maura Healey has signed a new law expanding the state’s so-called “shield law,” enabling abortionists in the Bay State to prescribe and ship abortion drugs (such as mifepristone) into pro-life states where unborn children are protected by law.

The updated legislation builds on a 2022 law that already blocked cooperation with out-of-state investigations targeting abortion providers. Under this expansion, the identities of Massachusetts abortionists, activists, and others involved in “telehealth abortions” will be concealed, even when they break the laws of other states.

On August 8, 2025, Governor Healey formally signed the bill into law, a move that was met with strong criticism from pro-life advocates.

Myrna Maloney Flynn, president of Massachusetts Citizens for Life, condemned the measure before its passage.

“Those who voted in favor of [the bill] have not only encouraged Massachusetts physicians to break abortion laws in other states but have approved protecting their illegal activities as well,” Flynn said.

"Going forward, MA abortionists who prescribe mifepristone to women in areas where it is outlawed have more ways to hide their crimes and conceal their identities. The bill goes far beyond protecting unethical doctors, though; it all but assures the inability to hold accountable those physicians whose actions result in serious injuries to women who consume the abortion pill without any medical oversight. We look forward to the likely federal response in the coming weeks," Flynn stated.
