“Fostering the Future”: Executive order strengthens foster care system

On November 13, 2025, President Trump signed an executive order aimed at strengthening the foster care system and supporting children transitioning out of foster care.

The initiative focuses on modernizing child-welfare data, expanding caregiver recruitment, and creating educational and career opportunities for foster youth. It also encourages partnerships with faith-based organizations and removes barriers that prevent qualified individuals from fostering due to sincerely held religious or moral beliefs.

The order comes as Massachusetts faces local foster care challenges. In September, two families filed a federal lawsuit after the state revoked their licenses because they could not affirm a child’s gender transition, citing their religious beliefs. These families, the Joneses and Schrocks, have provided loving homes to dozens of children. 

Thousands of children in Massachusetts still need loving homes. Foster care and adoption remain life-affirming ways to make a real difference. Families stepping forward today can provide safety, stability, and love when it is needed most.
