In a highly partisan vote, the Massachusetts House of Representatives passed H.5595 (formerly H.2370) on July 22, 2026, legislation that would remove the Commonwealth’s current 24-week limit on abortion and expand abortion later in pregnancy.

The bill passed despite opposition from thousands of Massachusetts residents who contacted their legislators and raised concerns about expanding abortion access at a stage when unborn children may be capable of feeling pain and surviving outside the womb.

The fight is not over. The Senate Committee on Ways and Means is currently considering S.1563, which could advance as a new Senate draft before a floor vote. Regardless of its final bill number, this legislation would eliminate important safeguards by removing the 24-week limit, allowing later abortions outside current hospital and physician requirements, and replacing clear legal standards with vague language based on subjective “professional judgment.”
